Non Executive Directors appointed to PCT

Hull Teaching Primary Care Trust is pleased to announce a series of appointments to the PCT Board.

Hull Teaching Primary Care Trust provides a range of primary health care services, such as health visiting and district nursing, to approximately 250,000 people across the city of Hull. The PCT also commissions other health services, such as hospital and mental health care, on behalf of its population.

With effect from 1st October 2006, Graham Powell has been appointed as Vice Chair of the Board and Chair of the Audit Committee. Graham’s appointment is for a 3 year period and he will receive a remuneration of £12,500 per annum.

Also with effect from 1st October, Daniel Brown, Bryan Bradley and Gary Wareing were all confirmed in post as Non Executive Directors. They have each been appointed for 2 years and will receive a salary of £7,500 per annum.

Graham Powell was the Chief Executive of the Sailors’ Families’ Society in the 1990s and, prior to this, he was a Divisional Director for the Fenner Group. He has previously served on the Boards of Hull & Holderness Community Trust, and more recently West Hull Primary Care Trust. He is a keen golfer and enjoys travel.

Graham says: "Health concerns us all and I am keen to continue to play my part in helping to improve the health of the people of Hull."

Daniel Brown served as a City Councillor for 14 years between 1988 and 2002, and spent four years as a Non Executive Director on the Board of Eastern Hull Primary Care Trust.

He is now employed by Age Concern as a Project Coordinator, and actively champions the rights of older people and the disabled. He is a member of the Learning Disability Forum, Choices and Rights Coalition Board, and Chair of the Kingston-upon-Hull Shop Mobility Scheme. He is also the regional representative for Better Government for Older People, and a member of the Yorkshire and Humber Future Years Board.

In his spare time, Daniel enjoys sailing.

Bryan Bradley currently works for Prestige Support; an event management and security company. He is a Governor of both Eastfield Primary School and Pickering Sports College, and a Director of Pickering & Newington Development Agency, which is a non profit making organisation designed to help the regeneration of the Pickering and Newington areas.

He has previously served as a City Councillor for 18 years, and held the office of the Lord Mayor and Admiral of the Humber in 2005/06. He has also spent the past 4 years as a Non Executive Director on the West Hull PCT Board.

In his spare time, Bryan enjoys going to the theatre, and supporting local football and rugby teams; Hull City and Hull FC respectively.

Gary Wareing is a serving Hull City Councillor, after having been elected three and a half years ago. He has previously held the council’s portfolio for Transport and the Environment, and this is his first appointment to a PCT Board.

He has been a train driver for Northern Trains for the past four years, and has been employed within the rail industry for over 20 years, including spells as Station Manager at Kings Cross and Leeds stations.

His interests outside of work include watching any types of sports.

Gary says: The average life expectancy in Kingston-upon-Hull is much lower than some parts of the country and this is a worrying statistic that affects everyone in this city. The PCT is working hard to promote public health initiatives to close this gap."

All Non Executive appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public.

Daniel Brown, Bryan Bradley and Gary Wareing are all politically active with the Labour Party. Graham Powell is not politically active.

None of these four Board members hold any other ministerial appointments.
